President Trudy McFall to Address HPRP
Trudy McFall
will be the featured keynote speaker at the Homeless Persons
Representation Project Speaker Series on Wednesday, November 17th
at 7-8:30 pm at the Enoch Pratt Free Library, Wheeler Auditorium, 400
Cathedral Street, Baltimore.
Trudy will contribute to this 4-part series with other national
experts on the importance of housing in our society. Her topic is Housing
Development for All. Admission is free and light refreshments

MAHC 2011
Annual Sponsorship and Membership Drive Underway
We are trying
something new this year: Annual Sponsorships. Our agenda for 2011
is ambitious including continued effective advocacy during the
upcoming state legislative session, which because of budget
constraints, will be especially challenging for affordable housing
programs. We will offer a new Spring Membership Mixer and
informational sessions throughout the year. In order for MAHC to
provide these additional services and continue with our ongoing
efforts, we need your support! We have designed our Annual
Sponsorship appeal with various levels of sponsorships and benefits
to allow you to make a one-time contribution. Hopefully this will
help your organization more efficiently budget your sponsorship

MAHC Congratulates Hamel Builders for Partner of the Year
Award
At the 2010
Governor's Conference of Housing & Sustainable Communities
conference on Oct 5, Hamel Builders, was
named Partner of the Year. Sec. Raymond Skinner announced the
winner of the Commitment to Excellence Award at the conference
which was attended by over 600 people. The Partner of the Year award
goes to individuals or organizations that have served as catalysts
to affect community and economic development or an economic rebound
in the surrounding community or region by working to respond to
community needs; use of innovative and successful financing
techniques; leverage of state dollars with private sector
financing; partnerships with non-profit and government agencies or
programs and demonstrated commitment to low income neighborhoods
through volunteer efforts. Hamel Builders was DHCD's
partner on numerous projects, including the renovation of the
former Wiley H. Bates High School in Annapolis into affordable housing
for senior citizens and a community center. Hamel Builders has been
a long-time supporter of MAHC and we congratulate Hamel President,
Phil Gibbs, and his team on this award and appreciate Hamel's
continued commitment to affordable rental housing.

Completes Draft 2011 QAP and Guide
The Draft 2011
Qualified Allocation Plan (QAP) and the Multifamily Rental
Financing Program Guide (the Guide) which are used for the
Multifamily Bond Program (MBP); competitively awarded Rental
Housing Funds (RHF) including the Rental Housing Production Program
(RHPP) and Elderly Rental Housing Program (ERHP), Multifamily HOME
Program; and the Federal Low-income Housing Tax Credit Program (Tax
Credits) will be posted to the Department's website later this
week. DHCD wants feedback on the new text or changes provided in
this Draft because it is intended to respond to comments already
received. They will continue to accept comments to the proposed QAP
and Guide through the date of the public hearing required prior to
formal adoption of the QAP and Guide. Scheduling of the public
hearing will be in early December 2010 and formal notice will be
sent with the date, time and location of the meeting as soon as

DHCD Announces Community Legacy Program Awards
Congratulations
to the 50 revitalization projects there were awarded $4.25 million
by Sec. Raymond A. Skinner on Oct. 25, 2010. Thirty-eight
municipalities and community organizations around Maryland will share in the $4.25
million award for revitalization projects. Community Legacy
provides flexible funding to local governments and community
development organizations for essential revitalization projects in
existing communities through activities that expand neighborhood
business and job development, homeownership investment, commercial
revitalization, and other activities that support Governor Martin
O'Malley's Smart Green & Growing initiative. Award-winning
projects highlight strategic reinvestment in Marylands
historic Main Streets, in transit-oriented community development,
and in those areas that will benefit from BRAC-related growth.

Inc., $150,000; Palmer Park; Saint Mary's County Housing Authority,

Housing in 2010: Time to Act" Maryland Department of Housing
and Community Development to Host A Discussion on Discrimination
and Housing
On Friday,
November 12, 2010 from 9:30 a.m. to 1:00 p.m. at the Howard County
Government Office Building, the Maryland Department of Housing and
Community Development (DHCD) will sponsor a Fair Housing Outreach
Event, an important opportunity for families and residents to hear
from the area's top experts on rental housing discrimination, landlord
responsibilities for disabled tenants and other housing issues. For

Round of the Maryland
Affordable Housing Trust
Over 50
applications were received for the 2010 Fall Funding Round which
ended Sept. 30. Held twice per year, this was the 33rd round and
the maximum award amount is $150,000. MAHT promotes affordable
housing for households earning less than 50% of the area statewide
median income by funding capital costs of rental and ownership
housing; providing financial assistance for nonprofit-developer
capacity building; funding supportive services for occupants of
affordable housing; and funding operating expenses of affordable
housing developments. The awards are expected to be announced on
