2011 Housing
Day – An Extraordinary Day for MAHC!
Thank you to
the Annual Sponsors, Housing Day Supporters and other Members who
came out to support and advocate for our Legislative Agenda at
Housing Day on February 16. We had an excellent program and about
120 attendees. Presentations were made by DHCD Secretary Ray
Skinner and CFO Steve Silver and several prominent members of the
Maryland Legislature including Senators Ed Reilly and Nancy King
and Delegates Maggie McIntosh, Steve Lafferty and Keith Haynes.
Other presentations were made by Antonia Fasanelli, Executive
Director of the Homeless Persons Representation Project in support
of SB 643/HB 902 - Maryland Housing Opportunities Made Equal Act -
HOME Act of 2011 and Tedi Osias, Policy Committee Chair, Maryland
ABCD Network in support of Community Legacy and Neighborhood
Revitalization Programs. Your attendance showed our Legislators
that MAHC is a large and unified coalition and your voices were

Maria Miller
Named to Maryland Governor's Commission
MAHC
congratulates Maria Miller, Senior Development Director with
Shelter Development, on her appointment by DHCD Secretary Ray
Skinner to the Housing Policy Work Group, which is a member of the
Governor's Sustainable Growth Commission. She will work with
members of DHCD and other housing professionals to create a report
that will re-examine Smart Growth policies over the past 10 years,
and the results will be part of the Maryland State Development Plan.
Maria is responsible for managing affordable housing development
projects from pre-development through construction completion.
Prior to joining Shelter, she was a Senior Vice President at Bank
of America, where she ran the Bank’s Community Development
Corporation in Baltimore.

Bozzuto Construction
Wins Green Building Award
On January 27,
the Maryland Chapter of the US Green Building Council held its 6th
annual Wintergreen awards, recognizing excellence and innovation in
green building design and construction. Bozzuto Construction is
honored that The Fitzgerald at the University of Baltimore
was awarded ''Best of Its Kind - New Construction.'' This exceptional mixed-use
multifamily project has been submitted to the USGBC with a total of
37 LEED points resulting in the anticipated certification as a LEED
Silver Project. MAHC congratulates Bozzuto Construction on this
achievement.
Affordable
Housing Developers Take Big Steps in Reducing Carbon Footprint
Clean
Currents, a new member of MAHC, announced today that area
developers have purchased enough wind power to offset nearly 20% of
carbon emissions from multi-family apartment communities. Property
management companies Habitat America, Severn Management, and local
developers Homes for America, Osprey Development, and Severn
Construction Co., which are all headquartered in Annapolis, have
purchased enough wind power from Clean Currents to offset 10 - 20%
of their aggregate electricity usage by forming a green energy
buying group composed of 76 multi-family properties. These
residential communities are spread across Maryland,
Delaware, and Pennsylvania in the BGE,
Delmarva, Pepco, Alleghany and Penelec utility territories. For

Low Income
Housing Tax Credit Spring Round Set for April 12
Applications
for the Spring Round for Federal Low-Income Housing Tax Credits
(LIHTC) and Rental Housing Funds (RHF) for multifamily rental
projects are due on Tuesday, April 12, 2011. Applications must be
submitted electronically as well as by hard copy and will be
accepted in the mailroom until 5 pm at the Department of Housing
and Community Development, 100 Community Place, Crownsville,
MD.

MD-BRAC
Countywide Market Studies Now Available On-Line
As
part of the Department’s MD-BRAC Rental Housing Preservation
Initiative, the Department retained Real Property Research Group to
undertake individual countywide market studies for Anne Arundel,
Baltimore, Cecil, Frederick, Harford, Howard, Montgomery, Prince
George’s and St. Mary’s Counties.
These market studies provide a wealth of information
regarding the supply of and demand for rental housing in these
counties. Copies of these
market studies (with the exception of Montgomery County,
which will be available later this year) are available for download

From the
NLIHC -- House Begins HUD Budget Assault
The National
Low Income Housing Coalition (NLIHC) reports that the House
Committee on the Budget and the Committee on Appropriations
released FY11 spending caps on February 3 that would make deep cuts
to all discretionary spending, including HUD programs. The proposed
allocations for Transportation and HUD would cut current FY10
funding by 17% and cut the President's FY11 budget request by 18%.
The allocation of $56.3 billion proposed by the Appropriations
Committee would cut $11.6 billion from FY10 levels and $12.4
billion below the President's request. This is the largest
percentage cut to any of the 12 Appropriations subcommittees, and
depending upon how cuts are allocated, could slash spending for the
voucher program, the project-based Section 8 program, and other HUD
programs could be affected. In response to these proposed changes,
NLIHC has issued a ''Call to Action'' on the release of the House
FY11 allocations and asked members to voice objections to their
