Legislative presentations and visits. We are inviting a
number of
Legislators who are Housing Advocates and Champions to
speak, so
it's very important that we have a packed room of MAHC
members and

2011 Annual Meeting
Highlights
New National and State Affordable Housing
Initiatives
MAHC's 12th Annual Meeting was held on
Friday,
January 7th and was near-capacity with sponsors, members and
future
members totaling 225 attendees and we appreciate everyone's
support
and participation. Mary Ann Henderson, HUD Director of
Baltimore
Multifamily, introduced the keynote speaker, Carol J.
Galante, HUD
Assistant Deputy Secretary of Multifamily Programs who
expressed
her pleasure with working with the HUD staff across the
country and
called the Baltimore HUD office the stars with Mary Ann
being the
supernova. She then recognized, Jane Vincent, the new
Regional HUD
Director for Region 3. Ms. Galante outlined the 2011
legislative
agenda including: 1) Choice Neighborhoods, based on the HOPE
VI
program that will provide major grants for distressed
housing
sites; 2) Rental Housing Revitalization Act, which enables
PHAs to
preserve affordable housing stock by leveraging private
financing
and accessing tax credits; and 3) Reforms to the HUD 202 and
811
Programs, which are important to the development community.
The HUD
202 bill is focused on preserving the existing stock of 202s
properties. The 811 bill allows the use of these funds to be
integrated with tax credit units. Details of Ms. Galante's

After Ms. Galante's presentation, President Wally Scruggs
presented
her with the Housing Appreciation Award for her past
performance,
future endeavors and for delivering the keynote address at
our
Annual Meeting.
Congratulations were made to Sen. Barbara
A.
Mikulski for winning the Housing Leadership Award which
recognizes
a state or national figure who is an advocate and champion
of
affordable housing. Unfortunately, Sen. Mikulski was unable
to
attend our meeting due to congressional duties, but she sent
a
letter to MAHC which Wally read and which is posted on our
website
at http://www.mdahc.org/events.html.
Wally noted that Sen. Mikulski was now the longest-serving
female
senator in U.S.
history and that representatives from MAHC will deliver the
award
to Sen. Mikulski in her Capitol Hill office in the coming
weeks.
Jeffrey K. Hettleman, VP of The Shelter
Group,
was named Houser of the Year. Wally Scruggs noted that the
award
goes to someone in our industry in Maryland that is a
leader in
housing and makes a difference, is a tireless worker for
housing
issues, who donates time, wisdom and expertise to affordable
housing. Wally praised Jeff for his intellect, his ability
to
tackle problems, his ability to analyze both sides of an
issue and
his tireless advocacy and overall efforts for furthering
affordable
housing in Maryland.
Jeff thanked his partners at The Shelter Group and all
members of
the Coalition for their hard work and creativity and their
ability
to do more with less. He noted it was a collective effort
among our
members to produce and preserve the highest quality
affordable
housing and he was proud to be part of the group.
The Legislative Update and 2011
Initiatives were
presented by Jeff Hettleman, VP of The Shelter Group, who
co-chairs
the Legislative Committee with Meg Manley, VP of Housing
Trust of
America. Jeff stressed the importance of sending letters to
the
Governor about supporting level funding for DCHD. Jeff
discussed
2010 accomplishments and outlined the 2011 Legislative
Initiatives
which include: 1) Support/Advocacy for level funding of
DHCD's 2011
budget including the continuation of the $2 million MAHT
funding that
was secured through MAHC's efforts in the 2010 legislative
session;
2) Support of new DHCD bill that will seek to make permanent
the
authority given to municipalities to waive or modify impact
fees
and charges through House Bill 742 in 2008. (This authority
is
scheduled to sunset on September 30, 2011); 3) Support a
bill that
would prevent source of income discrimination; and 4) Submit
a bond
bill in the amount of $3 million to fund a pilot
demonstration of
the Workforce Housing Grant Program established by HB 423
(2007).

Trudy McFall, MAHC VP, discussed Housing
Day to
be held on Wednesday, February 16 at the Miller
Senate
Office Building
in Annapolis
and stressed the importance of a large turnout for this
event.
Housing Day is when our Membership demonstrates to state
government
that we are a united, powerful force for affordable housing
in Maryland.
Ellen Jarrett is co-chair and together they will be working
with
the Legislative and Membership & Events Committees to
promote
and produce Housing Day. Trudy asked that all members become
Housing Day Supporters with a modest $500 contribution, to
show
support by attending the event and visit key legislators.
Annual
Sponsors are already Supporters and the goal for 2011 is a
total of
85 Supporters. MAHC will provide members with information
about
critical Legislators and talking points and at least one
person
from each organization should attend. This event has
provided MAHC
with legislative results and it's vital to keep up the
momentum in
order to move forward with our 2011 Legislative Initiatives.

Wally Scruggs thanked the four retiring
Board
Members who served from 2009-2010 for their hard work and
dedication to MAHC which included: Margaret Allen, AGM
Financial;
Jim Ginsburg, The Waterford Group; Brian Lopez, Osprey
Property
Company; and David Prout, Chesapeake Community Advisors. The
new
Board Members will serve from 2011-2012 and were unanimously
approved by the Membership and include: Bethany Hooper,
Humphrey
Management; David Miller, Harkins Builders; Joyce Moskovitz;
Bank
of America; Stacy Spann, Howard County Housing and Community
Development.
DHCDs Pat Sylvester and John Maneval
provided
the DHCD 2010 Review and 2011 Outlook. Comments included
2010
accomplishments, 2011 QAP & Guide, New Issue Bond
Program,

January 18 Legislative
Luncheon
in Annapolis
MAHC will participate in a legislative
luncheon
hosted by the Maryland ABCD Network and the Maryland CASH
Campaign
on Tuesday, January 18 at the Governor Calvert House, 58
State
Circle, Annapolis, MD from 11:30 am to 2:00 pm. Meg Manley,
Co-chair of the MAHC Legislative Committee, will discuss the
Local
Economic Impact of Affordable Housing Development. Come
learn about
the upcoming 2011 General Assembly Session from Legislators
and
Guest Speakers and its impact on low and moderate income
individuals and communities. The cost for the luncheon is
$30 for

DHCD Announces Results
of Fall
2010 LIHTC Round
Maryland Department of Housing and
Community
Development (DHCD) Secretary Raymond A. Skinner announced
the
results of its Fall 2010 competitive round for Federal
Low-Income
Housing Tax Credits (LIHTC) and Rental Housing Funds (RHF)
for
multifamily rental projects throughout Maryland. Developers of
five
projects with more than $54 million in total project costs
received
awards for the new construction and rehabilitation of 255
rental
units, including 41 units specifically targeting disabled
residents. Awards were made to these MAHC Members: Homes at
Elkton,
Homes for America and the Severn Companies; Marley Meadows,
Conifer
Realty; North Avenue Gateway, The Woda Group; Villages at
Highland Commons,
The Shelter Group; and Mid Pine Estates, The National
Foundation
for Affordable Housing Solutions, in partnership with PIRHL,
Inc.

Applications for the Spring Round for
Federal
Low-Income Housing Tax Credits (LIHTC) and Rental Housing
Funds
(RHF) for multifamily rental projects are due on Tuesday,
April 12,
2011. Applications must be submitted electronically as well
as by
hard copy and will be accepted in the mailroom until 5 pm at
DHCD, 100 Community
Place, Crownsville, MD.
Kurt Sommer Joins the
Association of Baltimore
Area Grantmakers
MAHC congratulates and offers best wishes
to Kurt,
former DHCD Director of Legislative Affairs, who has joined
ABAG as
its Director of the Baltimore Integration Partnership (BIP).
Kurt
stated that, ''I've enjoyed my tenure with Secretary Skinner
and
the DHCD family as well as the opportunity to serve the
State of Maryland. My
new position will focus on revitalization, workforce
development,
and public policy in targeted Baltimore
communities. I hope it will allow me to work with many of
you in my
